In a time when the space for open debates on peacemaking are shrinking, Guy Patrick Banim and myself reflected on where the future paths of #peacemediation for the European Union are and could be during times of the so called Zeitenwende. In this College of Europe Policy Brief “Quo Vadis EU Peace Mediation ? Maintaining the Skill of Peaceful Intervention in the Era of Strategic Competition”, We argue that the EU - in particular the new HRVP and President of European Council - should continue to reassert its soft power even whilst building its hard power - these powers are not mutually exclusive. We recommend that 👉 the EU should continue to position itself as a global leader in developing innovative approaches to conflict prevention and transformation 👉 the leitmotif of the EU should be diplomacy and dialogue 👉 to prioritise space for innovation, research and analysis in diplomatic engagement policies 👉to continue to support multilateral organisations and its key partner, the UN 👉Boost Strategic Communications 👉Become a champion of digital dialogue and mediation 👉 Appoint focal points and advisors for the HRVP 👉more capacities in the practice of diplomacy for peacemaking 👉maintain at least the funding for peacemaking and peacebuilding 👉promote spaces for dialogue on peace mediation allowing for divergent and pluralistic viewpoints. Diplomatic countries are nations known for their active involvement in international affairs, prioritizing negotiation, peacebuilding, and mediation over conflict. These countries often take leading roles in global organizations, peace talks, and humanitarian missions, using diplomacy as a primary tool for influence. Here are some examples of diplomatic countries and their roles: 1. Sweden Diplomatic Role: Sweden is known for advocating human rights, peace, and sustainable development globally. It has hosted peace talks (such as the Yemen peace negotiations) and supports humanitarian aid and development in conflict zones. International Organizations: Sweden actively participates in the United Nations, the EU, and other multilateral bodies, often promoting peaceful solutions to international issues. 2. Switzerland Diplomatic Role: Switzerland is a trusted mediator in global conflicts due to its strict neutrality. It offers a neutral ground for international negotiations and has hosted historic summits, including US-Russia talks. International Organizations: It is home to the Red Cross and several UN agencies in Geneva, making it a hub for humanitarian and diplomatic efforts. 3. Ireland Diplomatic Role: Ireland maintains military neutrality but is deeply involved in peacekeeping and diplomatic efforts. It has historically played a key role in UN peacekeeping missions and contributes to international efforts for conflict resolution. International Organizations: Ireland is an active participant in the United Nations and European Union, often using these platforms to champion humanitarian and human rights causes. 6. Qatar Diplomatic Role: Qatar has emerged as a diplomatic player in recent years, often mediating in regional conflicts, such as in Afghanistan and between Palestinian factions. International Organizations: Qatar leverages its resources and connections within the Gulf Cooperation Council (GCC) and other platforms to facilitate peace efforts, though it navigates complex regional dynamics.

Great EU Community of Practice on Peace Mediation meeting this week in Brussels. Topical panels and vital bilateral meetings with Peter M. Wagner 🇪🇺 David Lanz European Peacebuilding Liaison Office (EPLO) Antje Herrberg Sven Koopmans Andrew Gilmour and many more allowed us to take a pulse of (EU) peace making. My take – based on my comments in the closing plenary: 🔎Context. Peace and soft security are not at the forefront in Brussels, hard security is. It is enough to look at the mission letters to the new college of commissioners. This threatens the whole ecosystem of peacebuilding that has emerged around the EU. However, in the side discussions there was a quite wide recognition that European security cannot be based only on hard security and arms, but also on soft security. The word peace is not a forbidden topic and there are some green-shoots growing. Two new elements in the discussions: 1️⃣Significance of EU enlargement to peacemaking. This is a once in a generation opportunity to resolve long running political conflicts in the EU’s neighbourhood, Central &Eastern Europe, Western Balkans, South Caucasus. EU has managed to resolve and alleviate thorny disputes (Alsas, South Tirol, Norther Ireland) but also failed to do so, mainly in Cyprus. The task is to get it right this time in all cases. This means that the enlargement process has to be aligned with conflict resolution, requiring expertise and resources. 2️⃣Shrinking of diplomatic space. There are more and more actors that are (self)estranged from European diplomatic outreach, and the only available action is sanctions. This happens in other parts of the world (e.g. Africa), but it seems to be a particularly European problem: other states are often engaging these actors using other means than diplomacy. The case in point is Gaza hostage negotiations, where the CIA and Mossad are doing the negotiations. It is time for us in Europe to the Europeans recognize this fact and reflect on possible ways to deal with it. CMI’s 2025 Brussels high-level dialogue will look closer at the challenges that this shrinking of diplomatic space brings for EU peacemaking. ⚡️Call to action. The CoP took place at the eve of the UN Day and in the discussions it was abundantly clear that we are facing a crisis of multilateralism, especially in peace and security issues. This malaise is not restricted to the UN, but also inflicting pretty much all international organizations from regional (e.g. OSCE) to subregional (e.g. ECOWAS). The peacemakers and the EU need to react to this and redouble their efforts to support the multilateral system. We will not be able to replace it, but we need to do better to support the ailing system, safeguard key processes by giving informal support and use drive for inclusion and localization to renew the multilateral work. 🙏 Many thanks to organizers and participants!
